The time for the March 18, 2020 Board of Commissioners Meeting has been changed to 1:00pm. RFP’s scheduled to be opened at 8:30 on this day will be opened at 1:00pm.
Due to the public health concern caused by the COVID-19, Rockingham County Nursing Home is restricting access to the building and permitting access only to persons that work within the building. We are enforcing the same restriction for attendance to the March 18th, 2020 Board of Commissioners meeting, which will be held in the Maureen Barrows Conference room located in the Nursing Home, Therefore, if you work within the building you may attend the meeting in person. If you cannot attend in person due to the restrictions, you may appear by telephone. To appear by telephone you must contact Brenda Santos for the assigned conference call number. Welcome
Welcome to Rockingham County’s continuum of care approach to long-term care services. Because different levels of care are needed to serve the community, we support and operate a stepping stone approach that offers our assisted living residential care program, as well as the Rockingham County Rehabilitation and Nursing Center. Together, these services offer a safe, caring, and sound system of care that allows families to choose the level of care that fits their needs and allows increased services when necessary.
The Rockingham County Campus is owned and operated by Rockingham County. The philosophy of Rockingham County is to provide the highest quality care available to all residents of the campus.
We encourage residents and families to bring small items from home that will assist in making the transition to placement. Administration and staff wish to do all we can to assist in making the residents and clients of our campus comfortable.
Mission
Rockingham County Long Term Care Services is committed to providing preventative and restorative care to all residents and clients.
The physical, emotional, spiritual, and psychological needs are addressed by qualified medical, nursing, and supportive allied health care professionals. These needs are identified in each resident’s/client’s specific plan of care. Through a comprehensive assessment and approach, the staff will endeavor to achieve and maintain the maximum potential of each resident and client.
A safe, comfortable, homelike environment, influenced by the resident’s and client’s individual needs and preferences is provided with careful recognition of each one’s rights regarding confidentiality, safety, spirituality, and quality of life.
At all times the resident’s and client’s wishes are interwoven throughout the care plan. The responsible family members or legal representatives are encouraged to assist in the development of this plan of care.
Licensing and Accreditation
The Rockingham County Rehabilitation and Nursing Center is a dually certified 226 bed Nursing Care Facility offering skilled and intermediate nursing care. It is licensed by the New Hampshire Department of Health and Human Services, Division of Public Health Services. Annual Inspections are conducted by the New Hampshire Bureau of Health Facilities Administration.
All Licensed Nursing personnel, Licensed Nursing Assistants, the Administrator, and other professionally trained personnel must maintain current licensure or registration status, ensuring residents the highest quality nursing and medical care.
Location and History
The Rockingham County Long Term Care Services Campus is located on North Road, Brentwood, New Hampshire, and has been in existence since 1869, having begun as an almshouse for Rockingham County residents. The Campus is comprised of five interconnected buildings.
Mitchell Memorial Hospital was built in 1935 to serve as a general county hospital. The hospital was closed in 1944 when the war caused staff shortages. The Mitchell Building was reopened in 1952, and as a result of renovations in early 1992, the building is now home to Administrative and County Offices.
The Fernald Building was built in 1958, with 84 resident care units. In 1974, the Blaisdell Building was completed, providing Physical Therapy, Occupational Therapy, and Activities, along with 104 resident care units. In 1980, a portion of the Blaisdell Building became home to the Helen F. Wilson, Adult Medical Day Care Center. In December 2013, the day care program was closed.
December 1992 brought the opening of the John C. Driscoll Building and Elizabeth “Betty” Greene Atrium – a year-round enclosed courtyard, providing residents a comfortable and relaxing atmosphere for socializing.
An extension to the Fernald building, completed in 1986, provided an expansion in the laundry, kitchen, and housekeeping facilities, as well as a new staff dining room.
Today the Campus stands as a provider of superior comprehensive nursing and medical care that meets the physical, psychological, and social needs of all residents.

Senior Director of Long Term Care Services: Jason W. Smith
“Much of my experience has been focused on improving service and building trust. I have worked my whole life for one purpose, delivering every single resident the best, person-centered care possible.”
Jason brings over twenty years of experience managing senior living operations. His career has focused on providing leadership to Independent Living, Assisted Living, and Skilled Nursing Home Communities throughout New Hampshire and Vermont.
As a middle school student, he started working as a volunteer at Rochester Manor in Rochester, New Hampshire. Jason has done a little bit of everything a person can do in long-term care from leading activities, providing dietary services, to roles in nursing, medical records, social services, and administration. Positions include Executive Director at the Courville Community (Nashua), and most recently, Director of Healthcare Services at Kendal at Hanover a Continuing Care Retirement Community (Hanover).
Jason said, “I grew up in Rochester, and this position brings me closer to my family and friends here in southern New Hampshire. I bring an understanding of the local community with my passion of long-term care and assisted living to our community. I look forward to collaborating with my new colleagues and together fostering a culture of unity and transparency.”
About the Director of Nursing: Michele Melanson-Schmitt
Since 1988, Michele has been working in long-term care in roles as a Licensed Nursing Assistant, Licensed Practical Nurse, Registered Nurse, MDS Coordinator, Unit Manager, and Nursing Assistant Director for three years. Michelle earned a Bachelor of Science in Nursing from Rivier College in 2001 and holds a Master of Science in Nursing, Leadership, and Administration. Michele comes to us from the Courville Communities in Nashua, where she served for nine years as their Director of Nursing Services.

The Rockingham County Adult Diversion Program is a pretrial program designed to divert individuals who have been charged with violation, misdemeanor and/or felony level offenses. Individuals, who are referred to, accepted into and successfully complete the Program avoid prosecution/ convictions, related fines and/or incarceration. The goal is to redirect offenders away from the criminal justice system and toward healthier choices through support, guidance and education.
The Department’s prime goal is the operation of a safe and humane facility that provides a place of rehabilitation and offers programs and services that afford inmates the opportunities for a positive change.
The Department of Corrections established, in accord with applicable statutes and regulations, a goal of ensuring public safety through the provision of professionally managed judgments of the state courts.
The Department offers the widest practical range of correctional options, including institutionalization, community programs, and other similar sanctions that best serve the needs of society and the individual inmate, enhance the offender’s ability to return to the community and live in a law-abiding manner. The Department will administer its programs in an equitable manner in the least restrictive environment consistent with public safety.
The Department operates its facilities under the principle that all administrative and management decisions either directly or indirectly affect the security and treatment goals of the facility. In that connection, facility staff can serve as an important and productive role model for inmates, conveying mainstream societal values to the inmate population. Opportunities for interaction between staff and inmate are expected to be conducted in a manner consistent with the objective of the facility.
Prison Rape Elimination Act (PREA)
What is PREA?
The Prison Rape Elimination Act of 2003 (PREA) is a federal initiative to establish a nationwide standard of zero tolerance for incidences of inmate and offender sexual assault, sexual harassment and rape. Further, the legislation makes the prevention of inmate and offender sexual assault, sexual harassment and sexual misconduct a top priority in penal institutions and under community supervision. The legislation also sets data collection and reporting standards that will be mandated once they are developed
