Ground Rules for the remote conferencing:

• Mute at all times, unless you are speaking.
• Do not do use both options at the same time (either Video or Phone-pick one). 
• Only one person should speak at a time, and that direction will come from one of the Commissioners.
• Place yourself directly in front of your laptop to be heard when speaking.
• Begin to join the meeting at least 10 minutes before.
